במדבר פרק כד, ה מַה-ט ֹבו ךיֶלָהֹא יַעֲקֹב ךיֶתֹנְ כְ שִמ יִש ְרָ א ל :

Rabbi Abba bar Kahana says that when the Jews sin, all of Bilam’s words turned to curses (per the original intent), except regarding the בתי כנסיות ובתי מדרשות (סנהדרין ק"ה).

T.T. Due to the sins of the Jews, Bilam’s intentions were fulfilled despite the actual (positive) words. This verse is an exception that is was not fulfilled, since the synagogues and places of learning never ceased from the world.
