5710 – 1950, in a letter to Rabbi Shneur Zalman Garelik of Kfar Chabad, Israel, the Rebbe wrote, “as for [the problem of people] talking during prayer, it would be fitting to put up on the wall of the synagogue Epistle 24,” where the Alter Rebbe rebukes such behavior in harsh terms, “and a copy of the great proclamation of the Rebbe Rashab,” issued in 1896. This proclamation, which was posted on the wall of the Rebbe Rashab’s synagogue in the town of Lubavitch, details the Halachic prohibition against speaking during the reading of the Torah.
