רבים איים ישמחו הארץ תגל מלך 'ד – Hashem Malach tageil ha’aretz yismechu iyim rabim. When Hashem will reign, the earth will exult; numerous islands will be glad.
Midrash Avakir explains the concept of earth (finally) exulting with a parable. A king had two servants. One burst out in song and laughter, while the other contrasted this with bitter tears. The king attempted to assuage the feelings of the depressed servant, saying, “In my eyes, you are both equal. Why would you cry?”
The depressed servant replied, “My colleague lives with you and eats at your royal table. He certainly has good reason to sing. I have been kept at a distance, and my sustenance is in the hands of others. Should I not cry?”
Likewise, Hashem created both Heaven and earth together. The Heavens sing joyously. Why not? They are near Hashem. This Heavenly sphere is in constant contact with Hashem. The earth cries because it is unable to enjoy and bask in Hashem’s glory – as do the Heavens. Furthermore, the earth must contend with the presence of the Malach Ha’Maves, Angel of Death, who has no authority in the Heavens. Thus, the earth cries.
Hashem consoled the earth: “Do not fear! In the future, your situation will change, and you will be provided with sufficient reason for exulting.” This will occur when Hashem’s Divine Presence fills the earth.
