25. Public mechallelei Shabbos. Some poskim conclude that for contact with an actual non-Jew, we are machmir and assume pasteurization does not make wine mevushal. However, when it comes to the chumra of treating a Jew who is publicly mechallel Shabbos like a non-Jew regarding contact with wine (הרמב''ם פ''ל שבת הט''ו ובשו''ת הרשב''א ח''ז סי' קע''ט ועוד והשו''ע יו''ד סי' ב' ס''ה מחמירים בזה ), since it is a machlokes we can be meikel (שו''ת מנחת יצחק שם, מרן פוסק הדור בתשובות והנהגות ח''ב סי' ת''א ).
26. Kashrus agencies. Some kashrus agencies are meikel and treat pasteurization as bishul regarding non-Jewish contact. When the label of a wine certified by such an agency says it is mevushal, that could mean it was done through pasteurization (OU).
27. Other kashrus agencies are machmir and do not treat pasteurization as bishul. Thus, if the label simply says “mevushal,” it means it is fully mevushal. If it is just pasteurized, the label must say it was done through pasteurization. This is the policy of the high-level kashrus of the Eida Chareidis (מו''ר הגרי''י בלויא ).
