Learning practical halachah takes precedence over any other form of Torah learning. This applies to women as well, with focus on halachot that are relevant to them. A person who is not capable of learning much Torah should focus on studying halachah le’maaseh, practical laws, in order to become knowledgeable in basic halachot and know which issues require consulting a Rav. It’s also not practical to be constantly asking questions from a Rav.
Fulfilling mitzvot properly is incumbent upon every Jew, and is only possible by learning halachah le’maaseh; specifically Shulchan Aruch Orach Chaim, the section that deals with day-to-day life, parts of Yoreh De’ah, and some of Even HaEzer and Choshen Mishpat. Even one who has the time and is capable of learning Torah should constantly review the sections dealing with halachah le’maaseh.
