Marital Relations on Tisha BeAv

Marital relations are forbidden.
On the night of Tisha Be’Av (Monday night), a couple should observe the laws relating to the time of Niddah (harchakot).
A woman whose mikvah night is Monday night should postpone the Mikvah until Tuesday night. She should prepare for mikvah on Tuesday in the late afternoon and then again (briefly) after Tisha Be’Av. The same applies to a woman whose Mikvah night is on Tuesday night. If one did not prepare on Monday afternoon, she should do all her preparations after Tisha Be’Av. Some say she should always prepare after Tisha Be’Av is over. Whenever preparing at night only, the preparations should take at least one hour.
