ֹל ֙ר ש א אֶ֔ רוֹנּ הְו-ד ח ֹש חֵ֖ ק י א ֹ֥ ֹלְו םיֶ֔ נ פ א ש י: (י 'י"ז)
"For Hashem your G-d is the G-d of gods and the Master of masters, the Great, Mighty, and Awesome G-d that does not show favoritism and does not take bribes." (10:17)
The possuk says that Hashem is "G-d of gods and Master of Masters." Who exactly is this referring to, that Hashem is in charge of?
Says the Ohr haChaim haKadosh z"l: "G-d of gods" is a reference to malachim (angels), and we are saying that Hashem is in charge of them (the "Samech Mem," the Angel of Esav who is the yeitzer hara, the evil inclination, included!), and "Master of masters" is a reference to the rulers of the world, and we are saying that Hashem is totally in control of them.
And as for everybody else in the world...it is so obvious that they are absolutely powerless creatures and only Hashem Himself is completely running the world (see Chovos haLevavos: Shaar haBitachon in the intro) that the possuk does not even have to mention them! Want a happy life? Stop being afraid of people! We are here to serve Hashem, not people! (And then you will really "make it big," like the possuk says: birtzos Hashem darkei ish gam oivav yashlim ito, "when Hashem likes that ways of man, then even his enemies will make peace with him"!)
