Aveiros, he can never go back and get close to Hashem. However, we see from this pasuk that one can do this.

The pasuk starts: “V’atah” (and now). Chazal say (Bereishis Rabbah 21:6) that the word “v’atah” always refers to teshuva. The pasuk continues: “What does Hashem your G-d ask of His nation” – how does He want us to do teshuva? “Only to fear Him” – having yiras Shomayim is the way to get back to Him.

The pasuk continues: “Only to go in all of His ways.” The Ohr Hachaim explains this by quoting Chazal (Vayikroh Rabbah 21:5) who say: “If you do a bundle of aveiros, you should do a bundle of mitzvos to oppose them.”

The Rambam (Pirush Hamishnayos, end of Maseches Makkos) explains that even if a person does many aveiros and only one mitzvah, that mitzvah may have the power to grant him Olam Hazeh and Olam Haba. This can be compared to two servants of a king, one of whom has never angered him in his lifetime, and another who has angered him many times. The one who has never angered the king brings him a small bird as a gift, while the one who has angered him many times brings him a large ox. It is possible that the king will be overjoyed to receive the small gift from the servant who has never angered him, while he may not want to accept the large gift from the man who has angered him so many times.

So too, the pasuk is telling a ba’al teshuva to go “in all of Hashem’s ways”, meaning that he should do many mitzvos to make up for all the times he angered Hashem.
