For I will proclaim the name of Hashem Ascribe greatness to our G d

The Ohr Hachaim explains the meaning of this Possuk based on the words of the Holy Zohar. The Zohar tells us that the entire Torah consists of the names of Hashem. Proclaiming the Name of Hashem is a way of describing a person learning and teaching Torah.

The previous possuk, of the words of Hashem dripping like rain and pouring like water, are obviously referring to the words of the Torah, and now the possuk is calling those words ‘the name of Hashem’.

The Ohr Hachaim adds a deeper level of meaning to this. The pessukim that compare Torah to dew and rain are indeed telling us that the rain that falls is a reward for the Torah that people learn. However, a person must not make that the primary motivation for his learning. He needs to learn because it is Hashem’s Torah.

When a person proclaims the name of Hashem, by learning His Torah, he should do so in order to ascribe greatness to our G-d. This is considered Torah Lishmah – Torah for its own sake.

The possuk is written in the first person, as though Moshe is the one that is proclaiming the Name of Hashem, when in reality it is referring to every person who learns Torah. This is based on the words of Chazal who tell us, in Tikkunei Zohar, that the souls of all those who delve into Torah are sparks of the soul of Moshe Rabbeinu. Not only in the generation of the desert, but in every generation forever, someone who learns Torah is bound up with Moshe Rabbeinu.

The Ohr Hachaim offers another explanation for this possuk. The possuk in Yeshaya says וְאַתָּה קָׁדוֹש יוֹשֵּב תְהִׁ לּוֹת יִׁשְרָׁאֵּל - You are holy, You that are enthroned upon the praises of Israel. Hashem is enthroned on the praises of Klal Yisroel – He does not sit on his throne until He has heard the praises of His nation. It is insufficient to praise Hashem with His world or His angels. Hashem awaits the praise of His nation Yisroel, and only then does He sit on His throne.

The Torah now says Ascribe greatness to our G-d – to the G-d that wishes to be called the G-d of Klal Yisroel. We should ascribe greatness to Him for this reason – that He wishes to be the G-d of Klal Yisroel. The reason for this is that Klal Yisroel learns and delves into Torah.

When I announce the name of Hashem, which refers to learning Torah, ascribe greatness to our G-d. When Klal Yisroel is a nation of Lomdei Torah, Hashem is proud of them and He wishes to be referred to as the G-d of Klal Yisroel.
