He guards the lives of His devout ones; from the might of the wicked, He rescues them.
Hashem does not prevent the evildoers from choosing their way of life. Everyone has free will. Therefore, if the rasha, wicked person, plans a conspiracy against the righteous, Hashem does not halt their plans. Instead, He protects His devotees from harm. The reshaim will throw their stones/rockets, while Hashem will step in and see to it that no harm will come to those who warrant His protection. Hashem factors in merit versus failing – physical versus spiritual. Under His watchful eye, those deserving merit will experience Divine assistance and blessing. Those who choose to do evil will likewise receive their due, factoring in the reason and motivation for their poor choices, including the background and milieu in which he was raised and presently finds himself. While people are free to do as they choose, they must remember that personal responsibility and moral accountability are factors. In other words; you cannot have your cake and eat it too.
