We always lain Parshas Matos and Masei during the three weeks. Even when the two parshas are separate, we lain them during this time. It is because in these two parshos we find the greatest details regarding the division of Eretz Yisroel among the tribes and families. And therefore, it serves to remind us of the promise of the final redemption and the coming of Moshiach (Bnai Yisoschor)
