The Ohr Hachaim explains the seemingly extra word at the end of the possuk. Why does the Torah need to tell us that they could not interpret them to Par’oh? Whom else would they wish to satisfy?
The name Par’oh was not a personal name of the person. It was the royal title and name at once. All kings of Mitzrayim were called Par’oh.
The other interpretations of the dreams, as explained by Rashi, were all personal to Par’oh. One said that he would give birth to seveth children at one time. This was a personal story for Par’oh, not connected to his kingdom.
Par’oh refused to accept these explanations, because they only dealt with his private persona. A king’s dreams should not be filled with ideas of how to enjoy life more or of how his personal fortunes would continue. They must be relevant to the entire country.
Only Yosef managed to tell Par’oh an interpretation that pertained to his position as King of Mitzrayim. Only now could Par’oh be satisfied that his special position was taken into account when interpreting.
