Rav Yerachmiel Moshe of Kohznitz ZY"A would say in the name of Horav HaKodosh of Stolin ZY"A. We must give thanks to Hashem Yisborach on what it says in the Possuk "Bifiecha Ubilivovchoh Lasoso – In your mouth and your heart it is to be done". As so we can start in the mouth, and thus it will come to the heart. As if it would say Bilvovchoh (in your heart) first, how would we begin?

The Mezritcha Maggid – The Rebbe R’ Ber ZY”A, said on the Possuk ואולך אתכם קוממיות I will lead you upright (ויקרא כ"ו י"ג) An animal goes with its head down. If one does not do מעשי בהמה (act like an animal) acts of an animal, it is considered that he is going with his head upward. קוממיות – upward.

This Shabbos is very precious, since the spark of life that is given to a person on Rosh Hashonoh, Yom Kippur and Sukkos burns within him. And in these months [of Adar and Nisson] he develops the strength to action. As Adar and Nisson are one importance with Elul and Tishrei. Just that Adar and Nisson are [we obtain the heights through] happiness. Whereas Ellul and Tishrei are through fear and awe.

The Frankfurter (Rav Yisroel the Yenukoh of Stolin) ZY"A was asked if Tzidkoschoh is said on Shabbos Shkolim, (as Tzidkoschoh is not said on a Shabbos that if it were to be a weekday Tachnun would not be said). He answered, "Go ask (the Gabbai) Moshe Zhander". He answered "If Shkolim “Vet fallen - were to fall” during the week would one say Tachnun? And so, it is in Karlin and many communities, that Tzidkoschoh is not said on Shabbos Shkolim and also not on all of the Arbah (four) Parshios.

The Sefas Emes ZY”A explains, that The Chachomim (Sages) said to read Parshas Shkolim in our days, even though we do not yet have the Korbon (Offering). The reason is, because the dedication of every Yid is accepted as while we still had The Korbon. The explanation is that since all of the Korbonos were accepted as a true Offering to Hashem only with the true dedication of Klall Yisroel. Being that it is with the intention of such, true dedication that the Korbonos were accepted, that dedication is alive today, just as before, and maybe even more. Klall Yisroel wants to be devoted as before, in these days. And such was the creation of a person, to yearn for the light of Hashem even in situations of darkness. Hence it would be appropriate to say that the reading of Parshas Shkolim is a preparation for the Redemption, as the month of Nisson is the time of redemption. Therefore, The Chazal instituted to read the Parsha of Shkolim to remind us of dedicating ourselves with our heart and soul for the Service of Hashem, and that is much more significant than just donating funds for the Korbonos.
