וּנֵעִמְשַׁיְו וּנָלּ ָהֶחָקִּיְו םָיַּה רֶבֵע לֶא וּנָל רָבֲעַי יִמ רֹמאֵל אוִה םָיַּל רֶבֵעֵמ אֹלְו :הָנֶּשֲׂעַנְו הָּתֹא
Nor is it across the sea, [for you] to say, “Who can cross to the other side of the sea for us and take it for us, so that we can listen to it and perform it?” {30:13}
קוספ 'ל קרפ םירבד :וֹתשֲׂעַל ˃ְבָבְלִבוּ ˃יִפְבּ דֹאְמ רָבָדַּה ˃יֶלֵא בוֹרָק יִכּ י"ג - י"ד
Rather, the matter is near to you – in your mouth and in your heart – to perform it {30:14}
Rav Moshe Midner ZT”L explained the Possuk with the following message, “It is not across the ocean etc.” A person is not instructed to change over instantly from one extreme to extreme, from one side to the other, rather gradually step by step. וֹתשֲׂעַל ˃ְבָבְלִבוּ ˃יִפְבּ It is in your mouth and heart’s ability to do so.
