Moshe finished writing the Torah scroll and gave it to the Leviim. He then wrote a Torah scroll for each of the Tribes and gave one to each.
The special mitzvah of Hakhel occurs on the second day of Sukkos after the year of Shmitah. All the Jewish people (men, woman and children) come to the Bais HaMikdash. There the Jewish King reads portions of Sefer Devarim to all the people.
Every Jewish male is required to write (or hire someone) a Torah scroll, or at least a portion of a Torah scroll. The obligation to buy Seforim in order to learn them is part of this mitzvah.
