This is certainly true of those who cause those who don’t obey them to suffer by cursing them. Regarding them, it is stated (Eichah 1:5): ‘Your persecutors became your leaders.’ ... Regarding mofsim like this, the pasuk states (see Tehillim 105:27): ‘Wonders and miracles in the land of the children of Cham.’”
