1967–5727, the Rebbe invited Russian refugees who had settled in Kfar Chabad, Israel, within the past year, to come to New York for Tishrei (the month of the High Holidays and Sukkot) and offered to cover their travel expenses. "They will pray at the resting place of my father-in-law, the [Previous] Rebbe," the Rebbe wrote, "and together we will pray in the synagogue of my father-in-law, the Rebbe."1
