Some Poskim are of the opinion that mishloach manos must be sent via a shliach. This can be fulfilled by sending them with a child.
Women (from the age of bas mitzvah) are also obligated to send mishloach manos and give matanos la’evyonim.
Men should send mishloach manos to men and women should send to women. However, men may give matanos la’evyonim to women and vice versa.
Boys and girls who have reached the age of chinuch should fulfill the mitzvos of mishloach manos and matanos la’evyonim themselves. Furthermore, even if you are in doubt if a certain child has reached the age of chinuch, he/she should fulfill these mitzvos as well.
If there are no poor people available on Purim to whom matanos la’evyonim can be given, set aside money for this purpose and distribute it when the opportunity arises. Nowadays, there are many organizations that accept online donations (both before and on Purim) that will be distributed to the poor on Purim day.
