Rav Eliyohu ben Yehuda Kovo was the son-in-law of Rav Moshe Chaim, who was the son of Rav Chaim Shabsai and the chief Rav of Salonica. After the petira of his father-in-law in 1685, he was appointed to be chief Rav.

From Ger he moved to Amshinov where he was crowned Rebbe and founded the dynasty for which he is famed.
