R' Yonasan Eibeshitz tells us that מנוח, Manoach, the father of Shimshon, was a gilgul, reincarnation of נח, Noach. This is alluded to in his name מנוח — meaning “from Noach.” That is to say, a reincarnation of him. In truth, Noach himself was fit to be the one to father Shimshon.

However, he forfeited this potential when he became degraded through wine like it says וישת מן היין וישכר, he drank of the wine and became drunk. Therefore Cham came and castrated Noach rendering him unable to bring forth the soul of Shimshon since he now was not fitting to produce Shimshon.

This connection is further reflected in the language of the pesukim. Regarding Shimshon it says והוא יחל, and he will begin, echoing what it says by Noach ויחל נח איש האדמה ויטע כרם, Noach, the man of the earth, debased himself and planted a vineyard. The parallel wording hints to their linkage. This is because Shimshon saved Klal Yisrael from the Plishtim because the Plishtim came from Knaan who descend from Cham. He had to pay back Cham since Cham prevented Shimshon from being born initially.
