When Hashem will reign, nations will tremble.
All things come to an end. The nations of the world have persecuted us throughout the millennia. They have acted towards us in the most reprehensible manner, and they have done so with impunity. They feared no one. Their day of reckoning will come, when Hashem’s Presence will be felt and the nations will tremble with the knowledge that they will now have to answer for their treatment of Klal Yisrael. Hashem will judge them b’meisharim, with fairness. This means that Hashem will punish the wicked for their evil, and He will reward the righteous for their virtue. There will not be a one size fits all punishment in which the righteous suffer along with the wicked. Furthermore, as Sforno explains, Hashem will go beyond the letter of the law, so that only those unredeemable will be punished. Each and every individual will have his day in court, and each will receive his just judgment. The truly wicked will be punished, while those who are not truly wicked, but are still distant from being righteous, will receive their due in accordance with what they deserve.
