Only children were accepted as guarantors for Torah's preservation; each Jewish child's observance affects all Jewish people everywhere.

Greeting and Blessing:

I was pleased to receive your papers and your resolutions, in which you express your good desires in connection with the Festival of Mattan Torah, and in connection with the summer in general, that it be filled with Torah and Mitzvoth.

No doubt you know that before G-d gave the Torah to our people, He requested a guarantee, and the only guarantee He accepted was that the children would make sure that the Torah would be observed and preserved for all times. This shows the great importance of the children not only at the time of Mattan Torah, but in every generation, since the Torah is eternal. It is clear that the conduct of every Jewish child in accordance with the Torah and Mitzvoth is very important not only for themselves, but for all our Jewish people everywhere.

I trust therefore that you will apply yourselves with even greater devotion to the study of the Torah and to the fulfillment of the Mitzvoth.

I send each and all of you my prayerful wishes for a happy and healthy summer in every respect, materially as well as spiritually.
