The Agrah D’Kallah writes that the word “laymor” (to say) indicates that while a judge is hearing a case, he must say out loud that he is having in mind to fulfill the mitzvah of judging his nation fairly (Vayikrah 19:15). Thus, the pasuk is saying that he is commanded “at that time to say.” At the time that he is judging the case, he is commanded to say clearly that he is having in mind to fulfill the mitzvah of judging with fairness.
