The Gemara (Brachos 33B) learns from this pasuk that “everything is in the hands of Shomayim except for yiras Shomayim.”
The Chidushei Harim zy”a states that there are two areas in which people act in a way that is the opposite of the way of the Torah. One of them is in the area of parnassah. This is totally up to Hashem, and people could just rely solely on Him to support them, but they still nonsensically run here and there and put forth untold efforts in search of parnassah. The second area is that of avodas Hashem. This is completely up to the person but instead of working hard to reach a high level in this regard, people rely on Hashem for this. They “have bitachon” that Hashem will take care of it. This is against Chazal’s dictum that “everything is in the hands of Shomayim except for yiras Shomayim.”
