The morning before Rosh Hashanah, there is a public nullification of vows ceremony in the synagogue, where ten men formally annul people’s vows. It is very important to do what you promise to do, and it is customary to say “Bli Neder” when saying that you will do something so it doesn’t become a vow. However, if you did make a vow and regret it, the vow can be annulled.
