Every Tefillah Makes an Impression:

Sefer Degel Machane Efraim quotes his grandfather, the Besht Hakadosh zy"a, as saying that every tefillah makes an impression in the Upper Worlds, and, at times, in this world as well. He discerns this concept from the verse (Tehillim 12:9): "When (what appears to be) lowest (zulas) to the sons of men is elevated..." This refers to prayer, which is a matter that stands at the height of the world (Brachos 6B), but which people treat as lowly (mezalzelim) because they can't imagine that their prayers can be accepted.

Accordingly, the pasuk is saying that people think their tefillos are "barren" and “desolate”, but they do incredible things that one cannot even imagine.
