Sefer Sifsei Chaim (Sukkos 29) quotes the Chidushei Harim zy”a as explaining that we see from this verse that says that a girl is punished for not crying out when a sin is being done with her that if one is able to object to something bad and does not do so, he is considered to have “agreed” to the sin.
He discerns from this that if one does not cry out to Hashem and beg Him not to lead him to sin, if he does sin, even inadvertently. it is considered deliberate, as he should have cried out and objected beforehand.
