Fulfilling a Vow with Enthusiasm:
Rav Yitzchok of Amshinov zy”a (Sefer Imrei Kodesh) explains this pasuk by saying that it is common for a person who is going through a hard time to make vows to Hashem and promise to make major changes in his life. However, once the difficult time passes, the enthusiasm wanes, and he no longer is excited about fulfilling his vow.
The pasuk is saying that one should fulfill his vow “according to whatever came out of his mouth”, meaning that he should do it with the same enthusiasm he had when he first made the commitment.
