Making Soap Bubbles on Shabbos

Menashe and Simcha were looking for something to do on a Shabbos afternoon.

“I have an idea,” said Menashe, “Let’s make soap bubbles!”

“Great idea,” replied Simcha, “We can use the soap bubble bottle that we got for a Chanukah present.”

Then, Menashe thought for a moment and asked, “But maybe it’s not allowed to make bubbles on Shabbos!”

“Hmm...you are right, maybe we cannot do it,” said Simcha.

“So let’s ask Papa!” proposed Menashe.

“Good idea!” replied Simcha.

The two of them approached their father and asked: “Papa, can we make soap bubbles now?”

Question: What should Papa reply?
