This can also be understood from the continuation in the Maamor, from where it explains the Neshoma’s Avodah of Rosh HaShonoh is the coronation and inauguration of HaKodosh Boruch Hu as King as the Talmud states: “you will coronate Me as King over you”.
[The implication is] that from the fact itself that the B’nei Yisroel have the power and ability to coronate HaKodosh Boruch Hu as a King and to make HaShem become King over them and over the world it is [self] understood that their status is [from] above this level. This is so because even though before this HaShem already had a desire for kingship, nevertheless this desire is only in a state referred to as ‘Rotzon Hamuchlot’ which is an undeveloped desire within His essence and is not [yet] within a parameter of revelation.
This is because if this ‘Rotzon Hamuchlot’ were in a revealed sense, there would be no novelty or such fanfare in relation to Rosh HaShonoh. Therefore the fact itself that there is a fanfare in relation to Rosh HaShonoh, attests [to the inference] that the Hamshocha of HaShem’s Rotzon is something new. From this it is understood that ‘Rotzon Hamuchlot’ is not within the parameter of revelation at all.
We can add further, that this supernal ‘Rotzon Muchlot’ is not even revealed to itself, just as is explained in the concept of ‘Reisha Deloh Issyadah’ - a ‘Beginning which...
