ירושלמי מסכת מגילה – 1:9
“כתיב ויהי כל הארץ שפה אחת ודברים אחדים. רבי לעזר ורבי יוחנן: חד אמר שהיו מדברים בשבעים לשון, וחורנא אמר שהיו מדברים בלשון יחידו של עולם – בלשון הקודש ” – “It is written: and the whole earth was of one language and of Devorim Achadim. Rebbe Lazar and Rebbe Yochanon disagree as to what the words Devorim Achadom mean. One says it means that they spoke in seventy distinct languages. The other one says that they spoke in the language of the Unique One of the world, referring to Hakodosh Boruch Hu, which is Loshon Hakodesh.”
קרבן העדה – Yerushalmi Meseches Megilah 1:9
“שפה אחת, ודברים אחדים” – The actual translation of the words “דברים אחדים ” mean “words that are one”. This cannot mean that all the people spoke the same words, for we already know that from the words, “שפה אחת”. The word “אחדים ” means here, “unique” – each and every nation had their own unique language, though everyone understood all the other nation’s languages as well. When the Posuk says, “שפה אחת” it means that they all communicated with one another as if they had one language despite the fact that they had distinct languages.
