This is the novelty “in this parshah” when compared to parshas Vayakhel:

Parshas Vayakhel solely discusses the preparations for and construction of the Mishkan, first describing the donations and then how Betzalel, Oholiav, and others built the Mishkan and its furnishings.

In contrast, our parshah deals with the “pekudei of the Mishkan” — the appointments and roles of those in charge of the Mishkan.

Where, “in this parshah,” do we see an “appointment” over the Mishkan? Rashi says: “In this parshah, all the weights of the contributions to the Mishkan are enumerated..., and all of its vessels for all the work in the Mishkan are enumerated.” This is precisely the role of the appointee — to keep track of all the details.

To further clarify the novelty “in this parshah” — this parshah discusses the “appointments” of the Mishkan — the verse continues: (“which were pukad by the word of...) the work of the Levites, in the hand of Isamar....” Rashi explains: “The pekudei of the Mishkan and its vessels constitute the work entrusted to the Levites in the wilderness, to carry....” In writing this, Rashi explains the continuation of the verse: This matter, “the pekudei of the Mishkan” (the appointment over the matters of the Mishkan) — which at the time of the construction of the Mishkan “was pukad by the word of Moshe” — was given over to the Levites (after the erection of the Mishkan). As the Torah details at length in parshas Naso, the Levites were appointed over the affairs of the Mishkan.
