These are the numbers of the Mishkan, the Mishkan of the Testimony, which were counted at Moshe’s command; this was the work of the Levites under the direction of Ithamar, the son of Aaron the Kohen. (38:21) We have to understand what the meaning of "which were counted at Moshe's command" is, since the words which implies Moshe’s mouth, are surplus, since it could have said "which were counted at Moshe's command"?
Once the Mishkan was finished and was blessed through Moshe, He was then able to bestow his blessing on Klal Yisrael:
And may the pleasantness of the Lord our God be upon us, and the work of our hands establish for us, and the work of our hands establish it. as it says: Moshe saw the entire work, and lo! they had done it as Hashem had commanded, so had they done. So Moshe blessed them. Rashi explains: He said to them, “May it be His will that the Shechina should rest in the work of your hands. And may the pleasantness of Hashem be upon us.”
To understand this Parsha, and the blessing of Moshe: Chazal teaches us that the Mishkan was built as form a forgiveness for the sin of the golden calf.
Moshe was very instrumental in having Hashem forgive them, as we see in Parshas Ki Sisa:
And now, if You forgive their sin, but if not, erase me now from Your book, which You have written. And the Lord said, "I have forgiven them in accordance with your word." This answers the meaning of the words in our Posuk, which implies Moshe’s mouth. This means his plea to Hashem to forgive, and the Mishkan was built on his merit.
Moshe was also loyal to Hashem and Klal Yisrael, and was greatly respected for his honesty and truthfulness. The Midrash Rabbah Shemos 51:1 brings a Posuk in Mishlei 28:20: “A man of trust will abound with blessings.” Rabbi Tanchuma bar Abba began as follows: “A man of trust” – this is Moshe, who is the trusted one of the Holy One blessed be He, as it is stated: “Not so is My servant Moshe; in My entire house he is trusted” (Bamidbar 12:7). You find that anyone who is trustworthy, the Holy One blessed be He brings blessings through him. That is, “a man of trust will abound with blessings,” as all the matters over which he was appointed executor would be blessed, because he was trustworthy. This Midrash is powerful: Hashem had to place Moshe in charge of the Mishkan since Moshe was trustworthy, and all his actions would be blessed.
Finally, Moshe being the most humble person on this earth was able to bring the Divine Presence upon him and on the Mishkan. We can bring a beautiful insight from the Imrei Chaim of Viznitz who says that the first letters of the word which means when the Yidden finished the Mishkan, they came to the level of being humble as earth. All this was the work of Moshe who elevated Klal Yisrael then, and in all following generations where the Beis Hamidrash is a Mishkan. The Shechina can only dwell when the congregants are humble. Humbleness brings tranquility and closeness:
