As a result of וְיִתֶּן לְךָ הָאֱלֹקִים drawing down the ‘Hehlam Hoatzmi’ in both of the aforementioned ways (He will give and then he will give again) there is an outpouring of both the "Dew of Heaven" and also the "Fats of the earth." This symbolizes both the Torah and the Mishnah. But also to be taken literally to mean from the 'Dew of the heavens', for dew never gets held back (and especially as at no time was there ever even a thought to G-d forbid withhold) as well as literally the 'fats of the earth, with an abundance of grain and wine'.
He will give: Revelation in order to refine refinements.
He will give again: Revelations that come as a result thereof.
Fats of the earth: According to the explanation of the Midrash, that this refers to 'Torah'.
Mishneh: This is the answer to the question; what is gained with these blessing for Torah considering that the B’nei Yisroel were going to receive the Torah anyway – what is gained is that the 'Torah' will be drawn down and revealed from the 'Concealed Essence', which as explained earlier, is drawn down specifically through toil and conscientious study, but does not come with the 'Torah' on its own.
Dew never gets held back: Is never ever held back, differently from rain, which sometimes falls and sometimes is held back.' The Rebbe RaShaB writes that Eliyohu Hanovi brought down rain because the rain stopped but was not able to bring down dew because the dew never stopped.
Withhold: There is not even a הווה אמינא to withhold the abundance and the blessing.
Abundance of grain and wine: With material abundance as is its straightforward explanation.
