The Mishnah Berurah (558:20) writes, if one makes a special seudah on motzei Tisha B’Av, the night before making a chasunah, it doesn’t have the din of a seudas mitzvah, and one should refrain from eating meat. All the more so, there shouldn’t be any musical instruments playing until after midday of the Tenth of Av. Based on the above, it would seem that one should certainly refrain from listening to music until after midday on the Tenth of Av.
