5704-1944, the Rebbe, then director of the central Chabad institutions under the leadership of his father-in-law, wrote to a donor from Roxbury, Massachusetts. Acknowledging the donor’s contribution, the Rebbe described how these funds would be spent to subsidize tefillin for soldiers in the US Army, as part of larger efforts to promote the observance of tefillin, and to strengthen the faith of Jewish service personnel. In conclusion, the Rebbe suggested that the donor speak to other members of the Roxbury community to begin a local effort to promote the mitzvah of tefillin.
