All of the Sins of the Nation are Placed on the Goat

Sefer Sifsei Kohen notes that the pasuk seems to be saying that the nation’s sins are placed on the goat’s head. How is this possible?

He answers that the kohen uses the power of Hashem’s name to grab all of the prosecuting angels created by the sins of Klal Yisroel and he places them on the goat’s heads. This is the reason why someone has to carry the goat on his shoulders, as the sins are so heavy that it is unable to walk.
