His Time Had Come to Die

The Chizkuni quotes a Medrash that explains the words “ish iti” (a timely man) to mean a man whose time had come to die that year. They sent such a person because the man who carried the goat always died during the upcoming year. Therefore, they chose a man who was destined to die in any case.
