Vidui on the Accidental Sin that Caused Intentional Sins

The pasuk says that Aharon said Vidui for “all the willful transgressions of the children of Yisroel, all their intentional sins that came on their unintentional sins.”

Rav Avrohom Yissochor Ber of Radmosk zy”a (son and successor of the Tiferes Shlomo of Radmosk zy”a) writes (in his Sefer Chesed L’Avrohom) that it is known that no one would go straight to committing an intentional aveiroh. What happens is that the yeitzer hara gets a person to sin unintentionally, which allows it to gain control over him and to cause him to sin intentionally. Thus, the kohen confesses all of the intentional sins and all of the unintentional sins that led to them.
