והישר בעיניו תעשה והאזנת למצותיו (שמות טו, כו)

Koheles (12.9) states that Shlomo taught the people knowledge with אזן וחקר. (Eruvin 21b) Ulla in the name of Rabbi Elazar interprets that Shlomo pondered and set out the knowledge of Torah in order using fences and proverbs. Until then, the Torah was like a basket without handles that most could not carry. Shlomo affixed handles to allow access to all the people.

This is implied in the verse from Shmos. Some can handle the knowledge of Torah without assistance. However, most need handles (ears) to the Mitzvos to enable access to all.
