Chazal say (Zohar Hakadosh, Chelek 3, 21, see also Shabbos 119B) that reciting amein yehei shmei rabbah with all of one's strength "rips up a harsh decree of 70 years." Sefer Ohr L'Shomayim writes that this idea is hinted to in this verse. The word "edom" can be understood to be a hint to harsh decrees. Thus, the pasuk is talking about a time when harsh decrees are issued against the Jewish people. It then says “yereisha”, which can be an acronym for “amein yehei shmei rabbah". Thus, it is saying that if one says amein yehei shmei rabbah with all his strength, this can annul harsh decrees.
