Every Jew is incredibly valuable to Hashem, even those who have committed many sins. This is as is seen from the verse (Shir Hashirim 7:6): "Your head (harosh) upon you is like Carmel and the braided locks of your head (dalos roshecha) are like purple (agraman)." The Medrash (Shir Hashirim Rabbah 7:12 and Tanchuma on Parshas Tetzaveh 6) explain this to mean that "harash" (the lowly people) amongst Klal Yisroel are equal in value to the one who went up on Mount Carmel (Eliyahu Hanavi, see 1 Malachim 18:42), and the “dalos” (those who are poor in mitzvos) are equal in value to Daniel (who the verse in Daniel 5:29 describes as wearing “arguna", which is a similar word to “argaman".)
Every good word and good deed is valued greatly in Shomayim, so every Jew is treasured.
