Rashi explains that he saw that the doors of their tents did not face each other.
Rav Osher of Ropshitz zy"a (quoted in Sefer Ohr Yesha) explains that Hashem tells Klal Yisroel (Malachi 3:7): "Return to Me and I will return to you." He also says (Yalkut Shimoni, Shir Hashirim, Remez 988): "Open for me an opening the size of the eye of a needle and I will open for you an opening the size of the door to a hall." In other words, Hashem asks us to take the first step of "opening a small door" by wanting to do teshuva and regretting our misdeeds, and, in return, He will provide us with a lot of help to purify ourselves completely. Klal Yisroel responds, however (Eicha 5:21): "Return, Hashem, to us, and we will return." We ask Him to take the first step of taking us back to Him, without any action on our part.
Accordingly, Rashi can be understood as saying that "the doors to the tents don't face each other", meaning that there is a dispute regarding who must open the first “door" to teshuva. Hashem asks us to open the door, but we pray from Him to open the door to teshuva for us. Regarding this, it is stated: "How good are your tents, Yaakov." This means that our request, that Hashem open the door first, is also good, as this shows that we want to do teshuva. In this merit, Hashem will open the door for us.
