When a person observes halacha, he is walking and living with Hashem in every area of life as that is what halacha dictates. The very word הלכה shows us this as it comes from the root הולך, to walk, because it expresses the idea of walking with Hashem, as in אם בחקתי תלכו, if you walk (i.e., follow) in My statutes.
Observing halacha is, in essence, walking and living with Hashem.
Fittingly, the first letters of the words הריעו לה' כל הארץ, shout joyfully to Hashem, all the earth, spell הלכה. This teaches that the connection to Hashem through living a life of halacha is extremely joyful.
