The Role of Malchus and the Seventy Spiritual Ministers

The matter is as follows: It is well known that the spiritual state of Malchus of the lofty spiritual world of Atzilus does not descend below to pervade the ‘seventy ministers’ and even the state of Malchus of the spiritual world of ‘Beriyah’ does not pervade the ‘seventy ministers’; only the lower spiritual levels as the state of Malchus in the spiritual world of ‘Yetzirah’ or the spiritual world of ‘Asiyah’ is able to pervade the ‘seventy ministers’ so as to extend via them the appropriate abundance that can flow through them to the Jewish people in the Diaspora.

It is about this that our Sages of blessed memory have stated: When the B’nei Yisroel were “Exiled to Edom the Divine presence went with them”. This means that when the need arises to shower the B’nei Yisroel with affluence whilst they are in exile under the rulership of the ‘seventy ministers’ then the Divine presence which is the supernal state of Malchus of the spiritual worlds of ‘Yetzirah’ and of ‘Assiyah’ must pervade those ‘ministers’ under whom the B’nei Yisroel dwell, because through them the affluence will descend to the Jewish People who reside in the land of that particular minister.

This is the meaning of the maxim in the Medrash “When the B’nei Yisroel were exiled to Edom the Divine presence is with them” because the Divine presence is actually with them because it actually pervades the ‘seventy ministers’.
