The reason why it is only the supernal state of Malchus of the spiritual worlds of ‘Yetzirah’ and of ‘Assiyah’ that pervade the ‘seventy ministers’ and not Malchus of ‘Atzilus’ or even Malchus of ‘Beriyah’ is because as the saying goes “The supernal ‘Abbah’ “nests” (radiates) in the spiritual world of ‘Atzilus’” And the supernal attribute of Binah “nests” (radiates) in the spiritual world of ‘Beriyah’ and the six supernal Sefiros “nest” (radiate) in the spiritual world of ‘Yetzira’.
It is known that the external forces are only able to nurture from the seven lower ‘Sefiros’ but from ‘Chochmah’ or ‘Binah’ the external forces cannot nurture and therefore ‘Malchus’ of the spiritual world of ‘Beriyah’ does not descend to pervade the ’seventy ministers’ because in the spiritual world of ‘Beriyah’ the Sefirah of ‘Binah’ illuminates and there can be no nurturing of the external forces from ‘Binah’.
Another reason for this is; according to that which is known that the spiritual world of ‘Beriyah’ is predominantly good and only has a little bad, the spiritual world of ‘Yetzirah’ has half good and half bad whereas the spiritual world of ‘Asiyah’ is predominantly bad. Therefore the first world in which the external forces can reside is from the spiritual world of ‘Yetzirah’ and lower because that is where there is half good but half bad but not in the world of ‘Beriyah’ since it is mainly good. Because of this Malchus of ‘Yetzirah’ and of ‘Asiyah’ pervade the ‘seventy ministers’.
