During the Nine Days leading to Tishah B’Av (when the Beis Hamikdash (Holy Temple) was destroyed), it is customary to make celebrations for completing a Talmud tractate; the celebration is called a “Siyum”. This is a permitted way to bring joy into this time of mourning. We should do this every day of the Nine Days, including Shabbos and even on Tishah B’Av in the permitted manner (only certain tractates are allowed to be studied on Tishah B’Av). The main thing is that these days should immediately be transformed into holidays!
