According to the Alter Rebbe’s ruling in the Siddur, the garment must wrap around the person’s body in a manner that the entire measure is completely spread out. If the garment is folded or bunched together, the place of the fold is not counted in the measure. Therefore, because it is difficult to avoid any folding, the garment should be slightly larger than the required measure. For this reason many people where a Bendel (belt) over their Tzitzis to hold them down securely so that the garment does not fold over.
