Perhaps this is the reason the berachah of Sim Shalom was placed following Modim, where we give praise and thanks. Sim Shalom contains many things we request from Hashem. And this interesting, because we have just finished making so many requests in the intermediate berachos of Shemoneh Esrei. Why do we ask again?
Perhaps this is because after we have given thanks for all the miracles and the kindness and the mercy—and our hearts are overflowing with gratitude and thanks—we can reiterate all our previous requests... but with a completely new attitude. Now we daven, “Ribbono shel Olam! I need פניך! אור I need the light of Your countenance—so I will have everything—because everything lies included in this!”
Yes, we begin by requesting our needs. But this is a weekday type of request. After Modim, we ascend! We climb the ladder to a “Shabbos” attitude of having everything.
