Another mitzvah which “Hashem fulfils” and alludes to the same idea as Hashem “visiting the sick”:
And the sages also said, “The Holy One Blessed be He puts on tefilin” (Berachos 6a).
וְכֵן אָּמְרוּ : " ַחיִּּנַמ אּוה־ךּורָּּב ש ודָּקַה ןיִ לִפְת:"
For tefilin is from the language of “connection.” ןיִּלִּפְּת יִּּכ– תּורְּ שַקְתִּה ן ו שְּלִּמ . This represents the connection of Hashem’s Infinite Light with the level of Chochmah-Wisdom of Atzilus. ש הוּא הִּתְקַש ְּ רוּת או ר אֵין־סו ף אּוה־ךּורָּּבבְּחָּכְמָּה.
And this is the intention of what they – the Sages – say (ibid): “What is written in the parchments contained in the tefillin of the Master of the Universe? The following verse (Divrei Hayamim I, 17:21): “[Dovid Hamelech praised Hashem and said:] And who is like Your people, Yisrael, one nation in the world.”
וְהַיְינוּ דְּ אַמְרִּ ינָּן : " יֵראָּמְּד ןיִּלִּפְּת עָּלְמָּא מַה כְּתִּ יב בְּהוּ '?ָּךְּמַעְּכ יִּמּו יִּש ְ רָּ אֵל ץ רָּאָּּב דָּח א י וּג"ֹוגְו ":
In other words, Hashem’s “tefillin,” i.e., connection, is with the Jewish people, which is why they are mentioned in His “tefillin.” Specifically, He connects with the Jewish people as they exist in the level of His Chochma-Wisdom in Atzilus, which is their purest state of existence (relatively speaking).
For, as our Sages say (Bereishis Rabbah): “Yisrael (the Jewish people) arose in Hashem’s first thoughts (before any other creations).”
כִּּי "יִּש ְ רָּ אֵל עָּלוּ בְּמַחְש ָּבָּה " , (בְּרָּ כו ת ו, א) . (רְ אֵה סֵפ ר ע רְ כֵ י הַכִּּינּוּיִּים לְבַעַ ל ןיִּליִּפְּת ת כ רֲעַמ ת ור וּדַה ר דֵס ר פֵס רֵּבַחְמ: ןיִּליִּפְּת םֵ ש מו ר ה עַל עִּנְיָּן חִּיבּוּר וְהִּתְאַחֲדוּת. ת ור וקְּמַהְו םַעַּטַה םָּ ש ןיֵיַע .)
(בְּרָּ כו ת ש ָּ .)ם )אכ ,זי 'א םיִּמָּיַה יֵרְבִּּד( . (בְּרֵ אש ִּ י ת רַ בָּּ ה ותָּליִּחְתִּּב . ֵנּוּקִּּתי ז הַ ר ּוּקִּּתן ו בְּסו פו ) .
